Free guides about Special Educational Needs. The Code provides more detail on the legal framework relating to special educational needs and disabilities. Wherever it says a LA, school or college must do something, it is referring to legal duties which are set out in the CFA 2014 or the SEND Regulations 2014. Wherever the Code says a LA or other entity should do something, it is statutory guidance. The Code is not law so if there is any difference in what the law (CFA 2014 and regulations) and the Code says, the law must be followed.
